Public Hospital Emergency Management Information System
Costa Rican Social Security Administration (Caja Costarricense de Seguro Social – CCSS)
NCSA´s goal is to collaborate with CCSS and I-CHASS to provide (1) a development and deployment plan to leverage existing data and IT systems and resources for implementing an integrated framework, and (2) the technologies necessary to support an integrated, proactive management of medical resources during large-scale emergencies which may then be used by responders orchestrated by the CCSS. When a large-scale emergency occurs, this system would enable the Costa Rica Public Hospital System to be treated as a single virtual organization (VO) directed from the Social Security Emergency Operation Centers (EOC) engaged at the time of an emergency incident. This VO would enable personnel at the EOC to evaluate the allocation of resources in order to serve medical needs in an effective and efficient way. Subsequent phases of this collaboration would provide methods that would support training exercises and analysis of potential impacts of various incidents on emergency response through scenario modeling prior to emergencies. Following emergency incidents, this system would support after-action assessment and improvement of emergency response capacity and processes.
